I want to open a bank account and be able to register for local services, but everyone tells me I need a Paraguayan number first. Is that true, and how do I get one quickly if I'm new?

Hello everyone, I have recently moved to Asunción and I have been wanting to go to new places and explore the city but I am not sure where to start. I would enjoy to meet new people here around the city and, if I am able to find a community it would be a lot better to enjoy my experience as a foreigner.
