Three Major Networks: Tigo, Personal, and Claro
There are three main players in the Paraguayan telecom market. For the most part, they are fairly equivalent in terms of price, but there are distinct differences in coverage:
- Personal: generally considered the best option for speed and reliability inside the cities (like Asunción). However, their coverage drops off significantly once you head into the countryside.
- Tigo: Historically the largest network with the widest reach.
- Claro: A solid middle ground with good regional coverage.
Recommendation: If you are staying in Asunción, Personal is often the superior choice. But if you plan to spend time in the interior or rural areas, you might struggle with their signal.
The Cost: Extremely Affordable
Getting connected in Paraguay is cheap. You don't need a contract; you can simply pick up a prepaid SIM card almost anywhere.
You can buy SIM cards from street vendors, malls, or official stores.
You can usually find a prepaid SIM (often from Claro or Tigo) that starts from 10,000 PYG (approx. $1.50 USD or €1.30 EUR) starter pack. These starter packs usually include a generous amount of gigabytes that last for a week or a month.
Recommendation: On Arrival, just get the Claro starter pack, which is usually the best deal.
The Risk of Losing Your Number
This is the most critical part of this guide.
Paraguayan telecom providers are very stringent about inactivity. See, Paraguay has a lot of freedom, and that means companies have a lot of freedom as well. Paraguayan providers earn nothing from you having an inactive number, so they are stringent about inactivity.
So if you are a digital nomad or a resident who spends months at a time outside of Paraguay (e.g., in Bali or Costa Rica), you are at high risk of having your line disconnected.
If they delete your number, you lose access to your bank account.
Since your banking apps use this number for OTPs (One Time Passwords), losing the number means getting locked out of your funds.
How to Keep Your Number Alive (The Manual Way)
If you want to maintain a physical SIM card while traveling abroad, you must follow this checklist to ensure you don't get cut off:
- Keep a Balance: Ensure the account always has money (Guaranies) on it. The balance must be above zero, or if you're on a paid plan, always pay on time.
- Top Up Regularly: You can top up using a local bank app (like Ueno). Note: Ueno is the easiest bank to set up, but it can be tricky to set up initially if you don't already have a verified local number. Read more about it here.
- Disable Data Roaming: Make sure you disable roaming before going abroad.
- Send an SMS: You need to show "activity" on the network. Send a standard SMS text message at least once every month (or every two months maximum) to prove the line is active.
Note: This usually keeps the line open and works for the majority of people, but some have also said they did all this, and yet it was closed anyway. It is not a guarantee when you’re out of the country for extended periods of time.
