So what’s the main purpose of upgrading your local bank account then?
The main purpose of upgrading the Cuenta Mínima is to:
Receive large international transfers without being restricted by the CA. $1,000 monthly limit. Establish a robust financial history and strong banking relationship within the country.
Receive huge cashback or so-called reintegro
Get loans to buy real estate, cars or other things.
Opening the Basic Cuenta Mínima
The only requirement is a Paraguayan ID card (Cédula) to open this basic bank account. The Cuenta Mínima is subject to a deposit limit of up to $1,000 per month (about 3 minimum salaries). You're actually not allowed to keep multiple cuentas minimas, but everyone does, and the banks don't communicate.
Funding the Cuenta Mínima (Under $1,000 Limit)
For depositing funds into a Cuenta Mínima from an external source (up to the $1,000 limit), services like Meru or platforms such as Binance can be utilized. Establish Tax Compliance by submitting VAT (IVA)
To remove the basic deposit limit, the bank requires proof of income, typically demonstrated through Value Added Tax (IVA) returns.
Even if you don’t plan to do business in Paraguay, setting up a local VAT service is highly recommended, as it establishes a local tax ID (RUC) and demonstrates engagement with the country's financial system.
To Prove Financial Activity and Increase Limits
The account holder must present 6 months of VAT returns to the bank showing their expenses (which proves you have funds even if you’re not generating income locally)
If you register a lot of income or you’re having good connections, you might be able to reduce the 6 months to 3 or even 1 month.
After completing this step, the bank will lift the basic deposit limit, typically raising the monthly allowance to what you registered. (They'll set the limit to what you registered. If you registered 3k, they'll put that as a limit.)
Leverage Tax-Free Foreign Income
When moving larger sums after your basic upgrade, you can show the bank that your funds come from foreign sources, such as selling real estate abroad or selling stocks.
This foreign-sourced capital gain does not count toward local tax liabilities, but it does serve as legitimate "Source of Wealth" documentation for the bank to justify a full account upgrade.
Note: For incoming international transfers of large sums, banks require an apostilled or notarized document verifying the origin of the funds.
The transfer process is not immediate and can take up to two months while the bank completes its necessary KYC and source-of-funds verification procedures. I generally do not recommend this unless it’s larger amounts and there’s no other way than to move the money into the country. This is because it is filled with hiccups and problems. But if you’re investing a significant amount and you have proof of source, it might make sense to go through the hassle to get this through legit and nicely.
